Outlook Express - Hyperlinks don't work

Problem:  In Outlook Express, when you click on a link in an email, nothing happens
 
You expect that Internet Explorer will open and the webpage associated with the link will open.
 
Cause -- not specific cause known, but for some reason one or more support files have been "un registered" or "lost" to Windows.
 
The solution:
 
1.   re-Register three support files ....
 
    Start / Run  (type in: regsvr32 urlmon.dll ) and click on OK
    Then go to: IE/Tools/Internet Options/Programs/Reset Web Settings
    Start/Run and type in: regsvr32 actxprxy.dll and click on OK
    Start / Run  and type in:  regsvr32 shdocvw.dll and click on OK
 
2.  Check the setting: 
Open Windows Explorer  (Right Click on Start button, then click on Explore)
click on the Tools menu item
then click on Folder options
Then click on File Types
Press the "U" key
Scroll down to the entry:  "(none) url: Hyper Text Transfer Protocol"
Click on the Advanced button
Click on the Edit button
Read what it says in the "Application used to perform action: box --
 
It should read " "C:\Program Files\Internet Explorer\iexplore.exe" -nohome "
